I'm waiting for something to finish cooking so I decided to take a look at possible issues for you and apparently EE might be interacting particularly weirdly with some extra Windows processes running in the background. (Which irks me no end, it's just shy of a 20 year old game, it's a relatively new mid line gaming computer, there is no reason I shouldn't at the very minimum be able to run default settings if not on max settings for graphics.).
